Taiwanese Student Association Constitution CONSTITUTION OF THE TAIWANESE STUDENT ASSOCIATION Approved unanimously by the members on February 13, 2000 Updated December 2006 Table of Contents Article 1. ACCOUNTABILITY Article VI. AMENDMENTS Section 1.0 Constitutional Amendments Article 1. NAME The name of this organization shall be Taiwanese Student Association (TSA). Article II. TSA MEMBERSHIP All graduate students, faculty and staff in the Graduate Center (GSUC) of C.U.N.Y. can be members of the Taiwanese Student Association. Article III. PURPOSES A) To promote an atmosphere of community among all members. B) To provide a locus for sociability and interaction among Taiwanese students and other members. C) To promote the Chinese culture in Taiwan and serve as a bridge of cultural exchange between the East and the West through activities that enhance the mutual understanding of cultural differences. Article IV. TAIWANESE STUDENT ASSOCIATION (TSA) Section 1.0 TSA Membership All members are qualified to have an access to the TSA office and its facilities. There is no membership fee required. TSA will have at least one chief representative, or chair, elected by members through the general meeting of all members. If there are two candidates, candidates can decide whether or not they co-chair, and the result has to be approved through the general meeting. If not or when there are more than two candidates, an election shall take place. Section 1.1 Nomination of Chair Any member can nominate herself or himself or other TSA member at the beginning of the spring semester. An election shall be held by the end of the spring semester. Section 1.2 Election of Chair The election for the Chair of the TSA shall be conducted by members present in the general meeting. Voting shall be conducted through ballots. Each member present will have one vote. The candidate who receives more votes becomes the next chair. The counting of ballots shall be held in the meeting and result be announced right away and sent to all members via email. Section 1.3 Tenure The tenure of the Chair of the TSA shall be at least one (1) year, commencing seven (7) days after fall commencement. It can be renewed each year by the approval of members at the general meeting. The tenure can be requested to be terminated by any member who considers the incumbent chair is not fulfilling the purpose and function of TSA in the way the Constitution allows. The request will have to be submitted during the same time of nomination of candidates. Section 2.0 Duties of the Chair A) Forms a team of members to serve TSA The members who agree to assist the chair do not need to go through election. B) Furthers the interests of the students It is the duty of the chair to maintain a valid status of TSA as a chartered organization of the Doctoral Student’s Council (DSC) and further the interests of CUNY graduate students through their support. To this end she or he shall: 1) attend to required documentations required by DSC; 2) participate in DSC-related event or activity and serve as a coordinator between TSA and DSC; 3) solicit the opinions of TSA members on their needs; 4) inform the members of available events; 5) hold activities that align with the purpose of the TSA; Section 3.0 Budget and Expenditure The chair should be responsible for applying for fund from DSC or through other possible avenues and record all expenditures by providing receipts or any necessary documentation. She or he shall also provide a copy of expenditures in TSA office for inspection should any member wishes to do so. Article V. ACCOUNTABILITY The chair shall abide by the TSA Constitution, which should be in alignment with the constitution of DSC. Article VI. AMENDMENTS Section 1.0 Constitutional Amendments A) A proposed amendment to this Constitution may be considered by the TSA upon written presentation to it by any member thereof. B) Written notice of the proposed amendment shall be sent to every member via email at least ten (10) business days before the amendment is to be considered in the general meeting. C) Passage of the proposed amendment will require a two thirds (2/3) affirmative vote of the members present at the general meeting. D) Upon adoption of the amendment by the TSA, a copy of it shall be sent to each member via email. E) This amendment must be passed by a majority vote to take effect at the general meeting at the end of spring semester.
